"Hello, World!" example with Telegram

I have a computer. I have a Telegram. I want to write my first chatbot, which would simply say “hello” in response.

I did not find anything like “NLP for dummies” for some days. I did not find the chat community in the telegram, something like @DeepPavlov_rus.

How to start, otherwise than re-read the documentation twice in full plus related materials? )
